One should only rotate the TD lever Open or Closed when the slide is locked open to the rear, so what you ultimately need to do is move the slide to the rear to lock it open, but you'll probably need to alternately move the slide a bit backward, then move the TD lever a bit clockwise to open more, then the slide again, then the TD lever again.
